During this period, Trudeau remains empowered to make critical decisions, fueling debates over accountability and governance.


Even with Parliament prorogued, Prime Minister Justin Trudeau and his government retain significant executive powers. Key decisions he can still make include:

  1. Issuing Orders-in-Council: The government can pass regulations and directives without parliamentary approval, including those related to public health, trade, or foreign affairs.

  2. Managing Emergencies: Trudeau can respond to urgent situations, such as natural disasters, public health crises, or national security threats, using existing legislative frameworks.

  3. International Relations: The government can negotiate treaties, attend global summits, and engage in foreign policy actions without requiring parliamentary debate or approval.

  4. Spending Approved Funds: The government can continue to allocate funds that have already been approved in previous budgets, ensuring the continuation of essential programs and services.

  5. Appointing Officials: Trudeau can make appointments to key positions, such as judges, ambassadors, or other high-ranking roles.

However, proroguing Parliament halts new legislation, limits debates, and postpones committee investigations, sparking concerns about transparency and accountability during this extended period.
